Colorado Contractor Insurance Requirements
A Colorado contractor insurance review should identify both the work location and the type of work. State workers’ compensation requirements, local contractor licensing and a project’s negotiated liability terms do not form one interchangeable rule.
Colorado DOWC’s insurance guidance describes employee coverage and additional construction-hiring responsibilities. Local authorities publish their own licensing evidence requirements, so start with the actual permitting jurisdiction rather than a statewide-looking checklist copied from another city.
Map the local licensing requirement
The City of Boulder contractor licensing page and the Pikes Peak Regional Building Department insurance page illustrate local requirements. Those examples are local rules, not proof that the same liability floor applies everywhere in Colorado.
Record which authority issued the license or registration and which category applies. If a contractor works across several municipalities, track the jurisdiction-specific evidence separately from the annual insurance record.
Verify construction workers’ comp compliance
DOWC explains that construction hirers must obtain the relevant compliance evidence from direct contractors or provide coverage as applicable. A contractor without employees may need coverage or a valid rejection rather than an informal declaration that insurance is unnecessary.
Ask the sub for its actual coverage or rejection documentation and use the state’s verification resources. Match the legal entity and working owners. A rejection does not describe coverage for a crew added later, and a liability COI does not answer the workers’ compensation question.
Compare the project contract
The hiring agreement may ask for liability limits, auto coverage, an umbrella, additional insured status or particular endorsements. Label these as project requirements and examine the actual supporting documents. Do not call a contract’s higher limit the statewide legal minimum.
If an owner or public agency is to be an additional insured, give the broker the exact entity names and relevant insurance clause. The certificate holder field serves a different function from an endorsement.
A hypothetical two-city contractor
A contractor renews its liability policy while working in two jurisdictions. One local licensing record is updated, but the other still has an expired certificate on file. The issued coverage and local administrative records now need separate follow-up. A central vendor record helps, but it should preserve which document was sent to each authority.
See the Colorado state guide and the contractor cost guide. Use the COI request email to list the jurisdiction, project and specific documents you need.

Frequently asked questions
Is there one statewide Colorado general-contractor liability minimum?
Do not assume so. Check the applicable trade and local licensing authority. Municipal insurance requirements and a project’s contract terms must be identified separately.
What should a Colorado construction hirer collect for workers’ comp compliance?
Colorado DOWC describes obtaining evidence of coverage or a valid rejection from direct construction contractors, or providing coverage as applicable. Verify the particular arrangement through the state and insurer.
