Indiana Workers Comp Certificates and Coverage Verification
Indiana offers different checks for actual employer coverage, independent contractor clearance and coverage elections. Use the check matching the document presented; independent contractor clearance is not proof that a policy insures employees.
What the official sources establish
- The WCB independent-contractor page links separate Employer Coverage, Contractor Search and Coverage Election Search services.
- Its current page links the clearance application through INTIME and references the IRS-guideline definition in IC 22-3-6-1(b)(7).
- The compliance page describes annual supporting documentation and Department of Revenue clearance for independent-contractor certificates.
Label each document before checking it
An insurance certificate concerns a policy. Independent contractor clearance concerns a different legal status and filing process. A coverage election relates to a particular person’s treatment. Give these documents separate fields in the review record so a contractor certificate cannot accidentally satisfy the employee-insurance requirement. If the vendor’s legal business name differs across records, ask for clarification rather than selecting a similarly named search result. A failed online search also needs follow-up: spelling differences or reporting issues should be resolved with the Board or insurer, not guessed away.
A practical review workflow
- Identify whether the vendor supplied a COI, independent contractor clearance, or an election document.
- For employee coverage use Confirm Employer’s Workers Comp Coverage from WCB; search matching legal business details.
- For clearance use Contractor Search and check the applicable individual and period.
- Save the result and escalate name mismatches or missing policy records to the carrier/WCB before acceptance.
Example: an insurance file that needs another check
A hypothetical Indiana installer submits independent contractor clearance and a general liability COI. The GC asks whether the installer employs helpers. When the installer confirms a small crew, the reviewer separately checks the employer’s workers compensation coverage. The clearance stays in the status file, while the verified policy evidence supports the employee coverage decision.
Keep the next review visible
Use the state requirements guide for the broader coverage context. Keep the supporting documents beside the subcontractor onboarding checklist, and use a COI review checklist for the policy fields. Record unresolved questions as pending review rather than treating missing evidence as confirmed coverage.
