What to Do With a Noncompliant Certificate of Insurance
Treat a noncompliant submission as a set of specific unresolved requirements. Record what the agreement requires, what the documents show and what evidence would close each gap. A single rejected label is not enough for the vendor or agent to act on.
Classify the gap
Separate wrong insured identity, insufficient shown limit, missing coverage evidence, date gap and missing endorsement documentation. Also separate an unreadable or unknown field from a confirmed shortfall. The next action differs for each.
For a date issue, request evidence for the missing period. For an entity issue, ask the agent to explain or correct the insured relationship. For an endorsement requirement, obtain the relevant terms rather than asking for a different checkbox.
Send an actionable correction request
Use the deficiency email. Quote the contract requirement, describe the observation and list the requested response. Set a deadline consistent with the project and agreement, with time for another review.
Avoid asking the agent to state coverage that the policy does not support. State certificate rules can constrain what a producer can represent. The Texas insurance department FAQ provides examples of this distinction; confirm the rules relevant to your work.
A hypothetical submission
The subcontract requires a named entity as additional insured for completed operations. The certificate lists that entity as holder, but the supplied endorsement addresses only ongoing operations. The reviewer requests the completed operations evidence or confirmation that it cannot be provided. Changing the holder block would not resolve the missing scope.
Re-review the full response
Check whether a replacement document resolves the original issue without introducing another discrepancy. Match policy numbers and periods, keep prior versions and record the decision. Do not close every open item just because one new attachment arrives.
Escalate what cannot be met
Use the exception approval process for an authorized business decision. Preserve the actual deficiency even if an exception is accepted. Work authorization and contract enforcement remain separate decisions. Track the next renewal because a previously accepted endorsement or limit may change when the policy renews.
Frequently asked questions
Does noncompliant mean uninsured?
No. It can mean the evidence does not meet or establish one of your requirements. Identify the actual gap before characterizing the coverage.
Should I overwrite the earlier certificate?
Preserve the versions and review history needed for your records. A correction or renewal may apply to a different period or resolve only one issue.
