Washington Workers Comp Verification for Contractors
Washington L&I combines contractor registration, workers compensation status and related records in its Verify tool. Check each item separately: business registration alone does not establish exemption from workers compensation, and a 1099 does not resolve worker status.
What the official sources establish
- Verify searches by L&I account or license number, UBI, and business or owner name; it provides active/paid-to-date status and a printable coverage certificate.
- The tool supports subcontractor tracking requests and notifications of specified later status changes.
- L&I expressly states that a 1099 or UBI number does not itself establish an exempt independent contractor.
- L&I’s employer guide instructs verification when hiring and annually, with records retained.
Use the state tracking option alongside your COI process
The L&I record can expose a difference between a valid contractor registration and the workers compensation account status. Review both rather than looking only for a green registration result. The state also offers a tracking request for qualifying subcontractors and sends notices for specified status changes. Keep the request confirmation with your insurance records. A business with no employee account needs a separate explanation of its owner or independent-contractor status; a UBI number or 1099 is not sufficient evidence of that conclusion.
A practical review workflow
- Search the vendor in L&I Verify and match its UBI, legal name and license or account.
- Review registration and workers compensation fields individually; print the relevant certificate.
- Use L&I’s tracking request where available and retain the request confirmation.
- If no employee account is required, document why the independent-contractor test is met and reassess if workers join the job.
Example: an insurance file that needs another check
A hypothetical Washington property manager searches a landscaping vendor by UBI. The registration is active, but the reviewer still opens the workers compensation section and prints the relevant certificate. The manager submits a state tracking request and records a renewal check. If the vendor later changes its crew or legal entity, the manager reviews the new arrangement rather than relying on the earlier lookup.
Keep the next review visible
Use the state requirements guide for the broader coverage context. Keep the supporting documents beside the subcontractor onboarding checklist, and use a COI review checklist for the policy fields. Record unresolved questions as pending review rather than treating missing evidence as confirmed coverage.

Can I print workers compensation evidence from L&I Verify?
The agency says the business record includes a Certificate of Workers Comp Coverage that users can print.
Does a UBI number establish an exempt independent contractor?
