How to use it
- Define active vendors and the reporting date before counting records.
- Keep policy dates separate from document or endorsement review outcomes.
- List actionable exceptions with an owner and due date instead of presenting only a percentage.

Example in practice
A report shows 100 vendor records but 15 have never been reviewed. Those records should stay visible as unreviewed rather than being excluded to improve the compliance percentage.
Define mutually exclusive vendor totals if you need a reconciliation. A vendor can have multiple policy issues, so issue counts may exceed vendor counts.
